In the Right to Information (RTI) Act, there is no concept of a "Second Appeal" as such. Instead, the appeal process is structured as follows: 1. First Appeal: If an applicant is not satisfied with the response of the Public Information Officer (PIO) or does not receive a response within 30 days, they can file a First Appeal. The First Appeal must be filed within 30 days from the date of the decision or from the expiry of the 30-day response period. The First Appeal is filed with the First Appellate Authority (FAA) within the concerned public authority. 2. Second Appeal: If the applicant is still aggrieved by the decision of the First Appellate Authority or does not receive a response within 30 days of filing the first appeal, they can file a Second Appeal. The Second Appeal must be filed within 90 days from the date on which the decision should have been made or was actually received. This appeal is filed with the Central Information Commission (CIC) or State Information Commission (SIC), depending on whether the concerned public authority is under the central or state government.
