The administrative control of this area under Governor of Andhra Pradesh under 5th schedule of the constitution. there is no civil courts, only revenue authorities are acting as presiding officers. CPC is not applicable and civil courts act also not applicable to this area. The transfer of land in this area is prohibited. scheduled tribal persons are only entitled to possession of land. I have been practising since 2000 in this area. Agency Divisional Officer who is Sub Collector is adjudicating the civil cases. High court is having jurisdiction over these revenue courts. The Collector is acting as Agent to Government as appellate authority over the orders passed by the agency divisional officers as well as SDC TW under LTR.
